Air Pollution, Hong Kong

The deteriorating air quality in Hong Kong and the Pearl River Delta is a critical environmental issue.

ADMCF has supported research on particulate matter (PM), one the most detrimental pollutants to respiratory and cardiovascular health. The research was carried out by the Hong Kong University of Science and Technology and jointly released in a report with local think-tank Civic Exchange.

The report answers the controversial question of where local pollution is coming from and what can be done. Importantly, the research introduces a new approach to quantifying emissions and provides a time-based perspective. For the first time, it answers the question of how many days in a year Hong Kong's air quality is affected by regional and local emissions respectively. This is important to policy making and has significantly advanced the debate in Hong Kong over local vs regional sources of pollution.

Following completion of the report, ADMCF has committed to continue supporting Civic Exchange in its research and advocacy regarding the need to develop Hong Kong’s air pollution and climate change policies. Research that ADMCF’s sponsorship is contributing to includes exploring the important issues surrounding buildings and climate change and ways to squeeze energy efficiency. The research findings will be presented in a report titled 'Green' house or Greenhouse. The research introduces major issues that are needed to create low-carbon and low-emission cities that help to reduce the effects of climate change. As part of the launch of the report ADMCF is also supporting a multi stakeholder workshop which will bring together those working in the area to explore these issues further and discuss barriers and opportunities for Hong Kong to plan for a low carbon future.

In relation to air quality, ADMCF is also helping support the development of an exciting project – the 'Hedley Index', which is named after Professor Anthony Hedley, Chair Professor Community Medicine at Hong Kong University. Professor Hedley has made significant contributions to public health research and advocacy, including air quality in the region. The Hedley Index will be a publicly available health-based index that explains exposure to air pollution on a given day and the related health costs to Hong Kong. This joint project between Civic Exchange, the public health school at the University of Hong Kong and the University of Science and Technology Institute for the Environment will provide easy to download data for members of the public, NGOs and other organizations. This will help better inform the public of the associated health costs and risk.
